A federal lawsuit has been filed in the case of a Webster County jailer charged with abusing women prisoners.
The defendants in the federal lawsuit include former jail employee Arthur Dale Collins, who already faces felony criminal charges of video voyeurism and sexual abuse, along with two misdemeanor charges.
Also named are two jail employees, Jennifer Reynolds and Tabitha Willis and former Webster County jailer Morgan McKinley, who resigned in July.
The suit is being brought by two unidentified women who were prisoners at the Webster County Jail beginning in 2019 through March of this year. The suit alleges that Collins often tased women on the buttocks and forced them to remove clothing under threat of being tased while he was on duty at the jail.
The suit also alleges that numerous women tried to file complaints about Collins’ behavior, but nothing was ever done. The suit alleges that Reynolds, Willis and McKinley were complicit in the abuse because they did not do anything to stop it.
The lawsuit was filed in U.S. District Court in Owensboro on Monday.
