Kentucky Senator Rand Paul was one of just two U.S. Senators to vote against a bill for 9/11 victims and first responders.
The Bowling Green Republican voted against the bill to make the 9/11 Victims Compensation Fund permanent.
The measure passed the Senate by a vote of 97-2 on Tuesday.
Paul opposed passing the bill by unanimous consent, with concerns about how to pay for the fund.
Republican Sen. Mike Lee of Utah also introduced an amendment to increase oversight of the fund.
Both amendments failed to pass and both senators voted against the final bill.
The fund was created to compensate anyone who suffered physical harm or was killed in the plane crashes or the debris removal efforts after the crashes on September 11, 2001.
Before Tuesday's vote, the fund was set to run out of money in December 2020.
