The Indiana Department of Transportation is preparing to begin the expansive Lloyd4U road project of the Lloyd Expressway in Vanderburgh County, modifying several intersections, road and bridge improvements

Traffic Engineer Jeff Whitaker speaks with residents about changes coming to Vann Avenue and the Lloyd Expressway prior to a 2023 public hearing on the Lloyd4U project.

This $150 million project is for both the East and West side of the Lloyd Expressway. It will happen in phases and is expected to be complete by the fall of 2027.

This includes changing intersections and traffic lights to increase safety, bridge work and replacing sections of road.

Studies for the project began in October of 2020. So far it’s been in the planning and public feedback stages but now the rubber is hitting the road.

Trees are being cleared along certain areas of the roadway, especially on the west side.

Electric signs are being placed and traffic is being merged.

Ed Green with INDOT told WNIN in an earlier informational session that safety and efficiency will be achieved by modifying intersections.

“They have things like ‘displaced left turns’ where the traffic makes movement to the left before it gets to the intersection, so that you don't have vehicles pulling out in front of other vehicles, or when people run red lights that they hit traffic that's in the intersection.”

These intersections are planned on the west side at Red Bank Road, and then Cross Pointe Boulevard and Burkhart Road on the east side. There will be a “hybrid” displaced left at Stockwell Road.

“There wasn't enough room because of the Green River Road interchange there,” said Nicole Minton, spokesperson for project design firm the Lochmueller Group.

“So folks who are headed eastbound on the Lloyd will queue up on the outside of the road to make a Displaced Left Turn to go north on Stockwell.”

Southbound Stockwell drivers will use a boulevard left turn with a signal.

The 2024 projects include the hybrid displaced left turn at Stockwell Road and the signal removal for right turn only at Vann Avenue.

“And then when those projects are complete, they'll move to Crosspointe and Burckhardt, which are anticipated to be 2025 and 2026. So while Stockwell and Van Ave are being completed work will begin this year, on the west side projects.”

Impending West side projects include road replacement and intersection and bridge improvements.

Minton said there will always be one lane open in each direction during construction and most of the time there will be two.

“It's going to take, you know, a special attitude to get through this construction. And we're just asking that people, you know, be mindful and polite and keep your head up. You know, I know that when people drive the same road every day, and you see, you know, consistently the same signs, when things do change, you don't necessarily pay as close attention.”

She also urges drivers to use the “zipper merge” technique to reduce traffic backups when lane numbers are reduced.
