Momentum Grows For CBD Oil Legalization

Jan 18, 2018

Legislative leaders say there’s growing momentum to legalize the controversial cannabidiol, or CBD, for all Hoosiers.

Supporters of proposed House legislation say the measure would kick start Indiana’s industrial hemp industry. The bill would conform state law with the 2014 federal farm bill, which legalized hemp product and any of its derivatives – which includes CBD.

State lawmakers are again weighing in on CBD oil. It was sold in many stores – over the counter – but the hemp extract is only legal for those with treatment resistant epilepsy. Legislators are considering a number of bills to increase access to the substance.

Indiana senators heard testimony for two measures concerning CBD or cannabidiol oil. Sen. Mike Young (R-Indianapolis) says one bill clarifies sale of the oil and the other legalizes its use more broadly.

CBD Oil: What Is It And Who Can Legally Use It

A bill proposed for this legislative session would legalize CBD oil for all Hoosiers.  It could also answer questions about what it is and who may use it.

Purdue University botanist Janna Beckerman agrees there is confusion about the substance that is extracted from the cannabis plant.

“When we talk about CBD oil what we’re talking about is an extract, similar to how we get mint oil by distilling it from mint,” says Beckerman.

Indiana Attorney General Curtis Hill says he’s not opposed to using CBD oil products to treat medical conditions, but with very specific conditions.

Speaking on a panel Wednesday, Hill noted it’s not his role to decide on the legality of those products.
