Magistrate Shoulders steps down to end ethics probe

A Vanderburgh County magistrate has resigned following an investigation of alleged misconduct. 

Magistrate Jeffrey Shoulders is stepping down following the probe by the Indiana Commission on Judicial Qualifications.

The seven-member Commission concluded Shoulders took part in “inappropriate relationships with court employees and attorneys during court hours and on court property.”

In addition to resigning, Shoulders agreed not to seek nor accept any judicial office in the future.

In the agreement, the commission said it stopped the investigation with Shoulders’ resignation, but would reopen the probe if he holds any judicial position at any time.

The commission investigates alleged ethical misconduct by judges and magistrates. It has the power to file public formal disciplinary charges.

The Indiana Supreme Court also allows the Commission to accept an agreement with a judicial officer who is facing formal charges.
